Edward G. Phoebus

President and CEO, NEA’s Member Benefits Corporation

Edward (Gary) Phoebus is the President and CEO of NEA’sMember Benefits Corporation (NEA’s MBC), a wholly-owned subsidiary of theNational Education Association (NEA), charged with using the group-purchasingpower of NEA’s 3.2 million members to develop, market, and manage financialservices, investment, professional development and insurance programs to helpmake NEA members’ lives better.  As Presidentand CEO, Mr. Phoebus has oversight responsibility for the marketing andadministration of NEA’s MBC’s 27 products, for its $63 million budget, and 108staff people.  Mr. Phoebus acts as chiefliaison to NEA’s MBC’s staff union and as management spokesperson. 

Mr. Phoebus has worked with NEA members for 27 years invarious roles with NEA’s MBC.   As VicePresident with primary responsibility for managing the NEA Members InsuranceTrust (NEA MIT), Mr. Phoebus had oversight responsibility for a $15 millionmarketing budget, and a program which generates over $60 million in membercontributions, and over $45 billion in insurance coverage.

From 1982 to 1995, Mr. Phoebus worked very closely withNEA’s state and local affiliates to help develop state and local memberbenefits programs, and to promote NEA membership through NEA’s MBCprograms.  As Executive Manager of theCompany’s Affiliate Relations unit, Mr. Phoebus created NEA’s MBC’s verysuccessful field-based service delivery program which today has fifteen staffpeople placed in the field to assist state and local affiliates with membershiprecruitment through the use of NEA’s MBC programs.  Throughout his 25 years, Mr. Phoebus hasworked with every NEA state affiliate, countless local affiliates, andthousands of members on topics ranging from financial planning, tounderstanding fiduciary responsibilities, to program and product development.

Prior to joining NEA’s MBC, Mr. Phoebus worked with TheWashington Center, a not-for-profit educational organization that broughtcollege students to Washington, D.C. for internshipexperiences.  Mr. Phoebus was theCenter’s chief liaison to a national network of colleges and universities.

Mr.Phoebus holds a Masters Degree in Public Policy from the Universityof Maryland’s Schoolof Public Affairs, and a Bachelors ofArts Degree from the University of Maryland.  He holds NASD series 7, 24, and 65licenses.  He has served on the Boards ofthe Smithsonian Early Enrichment Center, the Certified Financial Planners Boardof Standards, and currently serves on the Board of the California CasualtyInsurance Group and the Board of NEA’s Health Information Network.
