Model Legislation on Indoor Air Quality in Schools

The Consumer Federation of America has drafted model legislation that addresses indoor air quality (IAQ) in schools. This legislation includes the following key components:

  • The state department of education has sole authority for the implementation of an Indoor Air Quality Management Plan. The plan is developed in collaboration with the state department of health, state Environmental Protection Agency and an IAQ Schools Task Force.

  • A 13 member IAQ Task Force is appointed representing prescribed stakeholder groups. The Task Force:

Ö advises the development of the IAQ Management Plan;

Ö recommends educational materials for stakeholders;

Ö recommends training requirements; and

Ö identifies the need for resources.

  • Findings of the Task Force are reported to the state legislature.

  • Training is required for relevant personnel within 3 years of enactment.

  • School-specific IAQ information is made available to students and parents. Notification of students, staff, parents and the general public is required regarding noncompliance with the plan.
